In his Love Hotel scene, it was shown he just really likes playing games. Kokichi's FTEs are riddled with fun references from start to finish, and I appreciate a lot of the jokes he made. Nothing changes if you do them or not, so we can take them as non-canon. I take every character's FTEs and Love Hotel scenes as non-canon as they have zero effect on the story. It's nice, and I think it really shows some of the lost potential for this character. He definitely feels like an evil leader, even if he really isn't.
